Basic Rule: Urban Areas and Densely Inhabited Districts (DID)

As a general rule, urban and residential areas are restricted.

In particular, Densely Inhabited Districts (DID) designated by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) require special permission before flying. You can check DID areas easily using online maps.

Flying with Permission

Certain restricted flights — such as in DID areas, at night, or over events — may be possible if you obtain prior approval from MLIT.

In addition, if your drone weighs 100g or more, you are required to have a drone pilot license, similar to a driver’s license.
Obtaining this license is not just about submitting an application — it involves passing both written and practical skill tests at an authorized training school.
Without this license, you are basically not allowed to operate any drone over 100g.

Since the license process requires technical training, practical skills, and knowledge of Japanese aviation laws, it cannot simply be handled by submitting paperwork.
On the other hand, flight permission applications involve legal procedures, so many travelers choose to rely on a licensed Gyoseishoshi (Certified Administrative Procedures Legal Specialist) to handle that part of the process.

Because both procedures can take time, it is strongly recommended to start preparing well in advance if you plan to fly drones in Japan.
