What’s Gyoseishoshi?
Officially known as a “Certified Administrative Procedures Legal Specialist,” a Gyoseishoshi is a nationally licensed legal professional in Japan. This qualification is a national certification (国家資格), granted by the government, and it allows the holder to represent clients in preparing and submitting documents to government agencies for regulatory and administrative procedures.
While consultants and advisors can provide general support, only a Gyoseishoshi is legally authorized to draft and file official applications and paperwork directly with Japanese government authorities for matters such as permits, licenses, and visa applications.
However, it is important to note that a Gyoseishoshi cannot handle legal tasks that are exclusively reserved for other professionals, such as the following:
- Tax documents submitted to the tax office must be prepared by a licensed tax accountant (Zeirishi:税理士)
- Real estate registrations and company incorporation filings are handled by judicial scriveners (Shihoushoshi:司法書士)
- Legal representation in court is limited to attorneys (Bengoshi:弁護士)
