Drone Regulations in Japan

If your drone weighs 100g or more, it falls under the Civil Aeronautics Act(こうくうほう).

You must register it, and in many cases, you will also need a drone pilot license.

Even with a drone under 100g, you cannot fly freely. Some areas allow it, others strictly prohibit it. Local ordinances also apply, so rules may vary by prefecture or city.

It is complicated and time-consuming for travelers to get familiar with all the relevant regulations, as they differ from one region to another.

In addition, there are other regulations. For example, Flying at night or under the influence of alcohol is strictly prohibited.

Underwater drones are not covered by Civil Aeronautics Act, but other laws may apply, such as the Port and Harbour Act, River Act, Fishery Act, or Maritime Traffic Safety Act.

In short, there is no situation where you can fly without any regulations.
